Problems with modem Agere / Lucent

I think you should suspect the modem, even if it is new. Try another, or testing this on another PC, to assess the speed.
Another thing: Maicrosoft is right, the K6 166 is I and not II. The 6 K II began in 266 Mhz, check the configuration.
